[Mailmunge] Spec file to build Mailmunge RPMS

Hi,

What doesn't yet exist in the spec file are %post and %postun scriptlets,
which should be analogous to the Debian mailmunge-base.postinst and
mailmunge-base.postrm scripts under debian/

Again, if someone on an RPM system wants to make a PR to bring the spec
file up to snuff, I'd really appreciate it!
