[Mailmunge] Mailmunge 3.12 is Released

Hi,

I'm pleased to announce that Mailmunge 3.12 has been released.  This
is a minor bugfix release with one minor new feature (the
Mailmunge::Context::canonical_first_recipient() method.)

It also adds support for running the regression tests in a Debian
12 (Bookworm) docker image.
